Trung uý Frank Drebin (do Leslie Nielsen đóng), một chàng cảnh sát vụng thối vụng nát, bị những thế lực thù địch với Mỹ bắt làm con tin. Trong một buổi gặp gỡ cấp cao của tổ chức này, Frank tự giải thoát mình bằng một màn kick-box kinh điển để trở lại với công việc của một cảnh sát bình thường. Nhiệm vụ chính của Frank bắt đầu từ đây, anh phải đảm nhận công việc bảo vệ nữ hoàng Elizabeth I, khi nữ hoàng đến thăm thành phố Los Angeles. Song song với việc bảo vệ nữ hoàng, Frank còn phải tìm ra những kẻ đã làm hại thám tử Nodberg, người bạn thân thiết của anh.Kẻ chủ mưu ám sát nữ hoàng cũng như buôn lậu ma tuý, hành hung Nodberg rốt cục là ai?

Plot :Lieutenant Frank Drebin is a clumsy police detective of Police Squad, a division of the

investigation into Nordberg’s attempted murder leads Frank to become suspicious of well-respected 
businessman Vincent Ludwig and discovers Vincent Ludwig plans to brainwash a baseball player with
 mind control device, and 
assassinate Queen Elizabeth who is visiting L.A. on her American tour.

Plot : Lt. Frank Drebbin returns to save the day once again. This time he’s out to foil the
