Phim là phần tiếp theo của siêu phẩm hài hước “The Pink Panther” phát hành năm 2006, và để nối tiếp thành công đó, phần 2 này đã ra đời, vẫn với nhân vật chính là thanh tra Jacques Clouseau ngớ ngẩn cùng một nhóm thám tử cũng vụng về không kém ông. Sau khi rất nhiều cổ vật trên thế giới đột nhiên bị lấy cắp, kể cả viên kim cương vô giá Pink Panther của nước Pháp – vốn đang được triển lãm tại bảo tàng, Tổng thanh tra Dreyfus buộc phải đưa Clouseau tham gia vào một nhóm các thám tử và chuyên viên quốc tế với nhiệm vụ là truy bắt băng nhóm buôn cổ vật quy mô thế giới “The Tornado” và thu hồi những cổ vật đã bị lấy cắp. “Đội quân trong mơ” này đã chu du từ Pháp sang Rome (Italia) để truy vấn Alonso Avellaneda – một nhân vật có quan hệ mật thiết với “The Tornado”, nhưng vẫn không thể ngăn “The Tornado” ra tay lần nữa, trộm mất chiếc nhẫn của Giáo hoàng. Dư luận và cấp trên tất cả đều chỉ trích nhóm người này, và vì sự ngớ ngẩn đầy tai họa của ông, Thanh tra Clouseau đã bị buộc phải rời khỏi nhóm bởi những đồng đội của mình.

When the coach of the France soccer team is killed by a poisoned dart in the stadium in the end of a game, and his expensive and huge ring with the diamond Pink Panther disappears, the ambitious Chief Insp. Dreyfus assigns the worst police inspector Jacques Clouseau to the case. His intention is to give a diversion to the press, while he uses his best men to chase the killer and thief. He assigns Gendarme Gilbert Ponton to work with Closeau and inform each step of the investigation. When Clouseau is nominated with honor to the highest prize in France, Dreyfus decides to humiliate Clouseau and take him out of the case. However Clouseau has already solved the mystery.
